He can be heard in the background saying: “Is anyone going to kill this pack of stray dogs in Tsivilsk or not?”

The footage shows the man then driving into the dogs, which had congregated on a snow-covered road, without slowing down before the footage suddenly ends.

The motorist, whose name has not been released, was condemned by animal lovers after the video was shared on social media.

But the unrepentant driver said the dogs were a menace and he was performing a service for the neighbourhood.

Netizen ‘Olga’ commented: “This is terrible. People, this is violence. So sad to watch humankind in decay.”

Police have launched an investigation and say the man is likely to face criminal charges.

But some local residents supported the man, saying the dogs had left many local people too frightened to walk the streets. It is unclear if any of the dogs were killed although local media report some of the dogs were injured.

Netizen ‘Akkypamucm’ said: “It seems local authorities are not interested in the fact that people’s lives are in danger because of these dogs.”

And ‘Aleksey’ added: “Strays like that are fearless, it is almost impossible to scare them with anything. It is really tricky to defend oneself if these dogs attack.”
