The footage was obtained from a security camera in the city of Van, in the Turkish province of Van, on 10th June.
The incident happened around midday on Cumhuriyet Avenue, one of the busiest thoroughfares in the city.
The footage shows the moment the concrete broke away from the building and hit the pavement below, narrowly missing a man who was standing in front of a shop and a pedestrian passing below, with the pair running for cover at the last second.
Heavy foot traffic at the time meant the falling debris triggered brief panic among those nearby.

Teams from the Van Metropolitan Municipality Fire Department were sent to the scene after being alerted.
They secured the area around the building and cleared loose material from the exterior that posed a further hazard.
Property owners in the building then arranged the necessary safety measures and began maintenance and repair work. No injuries were reported.
