The incident was filmed by a CCTV camera in the city of San Nicolas de los Arroyos in the eastern Argentine province of Buenos Aires, and the footage has been widely shared on social media.
In the clip, a dark car with a rear door open is seen travelling behind two other vehicles.

A young tot suddenly tumbles out and is seen lying on the tarmac as the dark car pulls to a stop.
As a man sprints towards the fallen child, the tot is seen getting to his feet and running to meet him.
According to local media, the authorities released the footage to make residents aware of the importance of wearing seat belts in the car.
Reports also said the toddler was uninjured in the incident.
It is unclear whether the driver has been punished for transporting a minor without proper security measures.
